FFPSA and Home Visiting

The Family First Prevention Services Act (FFPSA) is a bipartisan child welfare reform law that allows child welfare jurisdictions to use existing funds to pay for evidence-based services and programs, including home visiting, in order to safely prevent children entering foster care 

Since the passage of the Family First Prevention Services Act in 2018, states, counties, tribes, and territories have been working to maximize its implementation to expand early childhood home visiting services to more families with young children. 

While the law offers tremendous opportunities, barriers still exist for most states that are seeking to fund home visiting through FFPSA. Most states, tribes, and territories with approved FFPSA plans have included at least one home visiting program in the plan, but most continue to experience challenges leveraging FFPSA to expand the reach of home visiting.
